Referring to "two sanctuaries," the term often appears in Ottoman written documents as "Haramain Sharifayn.' Mecca has been acknowledged as a "Haram" (protected zone) since the building of the Kaaba, whereas Medina was designated a Harem by the Prophet Muhammad (ﷺ) after the Hijra. (Bukhari, 'Fezailu'l-Medina', 1; Muslim, 'Hajj', 454).
